Bylaws Committee: Receives proposals for amending the Bylaws and all resolutions submitted by various components of IARTC; presents proposed amendments in accordance with Article XII Section 1 of the IARTC Bylaws to the IARTC Board, and presents proposed resolutions to the IARTC Membership through the IARTC Board for vote and potential action.

Dr. Susan J. Foster, LPC-S, NCC, ACS, BC-TMH, CCTP, Vice-Chair
Dr. Susan Foster is an associate professor who currently serves as Department Chair of the Counselor Education Program- Online Campus at the Chicago School of Professional Psychology. She is a Licensed Professional Counselor and Supervisor in the state of Louisiana, a National Board-Certified Counselor, Approved Clinical Supervisor and Board Certified Telemental Health Provider, a Certified Clinical Trauma Professional. Dr. Foster received her BA in Psychology and her MA in Counselor Education from Southeastern Louisiana University in Hammond, Louisiana. She received her doctorate from the University of New Orleans in New Orleans, Louisiana. She also has a Master's in Legal Studies from the Colleges of Law.
Her professional experience is in community mental health, partial hospitalization units, private practice, the university setting, and the K-12 school setting. She has over 15 years of supervision experience in counseling. She has taught at the university level in both traditional and online universities. Her current research interests are in the areas of technology assisted education, training, supervision, best practices in telehealth, consultation and collaboration, collective self-esteem in diverse populations, professional identity of counselors, trauma, grief, loss, diagnosis and ethics and law in counseling.

Martin Jencius, PhD

Dr. Jencius is Associate Professor of Counseling at Kent State University in Ohio, with over 23 years of experience as a Counselor Educator. He has 16 years’ experience as a Professional Counselor, and is founder and manager of CESNET-L, a professional listserv for counselor educators. He is the co-founding editor of the Journal of Technology in Counseling, and founder/editor of CounselorAudioSource.net, a podcast series for counselors. He serves on the editorial boards of The International Journal for the Advancement of Counseling, and Counselor Education and Supervision Journal. He is co-editor of Elements of Supervision: Teaching, Reflections & Resources. He is the section editor of the Couples Enrichment and Education Section of The Family Journal, and writes a monthly column, The Digital Psyway, in Counseling Today, the monthly publication of the American Counseling Association with over 50,000 members. He has presented nationally and internationally on counselor education, technology in counseling, and counselor supervision. He is Past President of the Association of Counselor Educators and Supervisors (ACES), and is serving his second three-year term as ACA Governing Council Representative for ACES.

Maria Haiyasoso, Ph.D., LPC-S, RPT, NCC
Dr. Maria Haiyasoso is a Licensed Professional Counselor Supervisor, Registered Play Therapist, National Certified Counselor, EMDR trained counselor. She is an Assistant Professor in the Professional Counseling Program at Texas State University where she co-founded the Trauma and Interpersonal Violence Research Team in the Department of Counseling, Leadership, Adult Education, and School Psychology. Dr. Haiyasoso is co-investigator on the Bobcats REACH (Response, Education, Awareness, Care, and Healing) Project, a project addressing the campus needs related to dating and domestic violence, sexual assault, and stalking, which is funded by the Department of Justice- Office on Violence Against Women Grants to Reduce Domestic Violence, Dating Violence, Sexual Assault, and Stalking on Campus. Dr. Haiyasoso also owns and provides counseling and play therapy services at her private practice. Her clinical experience includes counseling child survivors of abuse and neglect, nonoffending caregivers, and survivors of intimate partner violence. She frequently presents on trauma-informed and resiliency-focused practices at local, regional, national, and international conferences. She served as Secretary for the Texas Association for Counselor Education and Supervision and was appointed to the 2019-2020 Sexual Violence Taskforce of the American Counseling Association. She currently serves as the Regional Director for South Texas for the Texas Association for Play Therapy, a member of the awards committee for the Association for Child and Adolescent Counseling, and a member of the Guadalupe County Child Welfare Board, a position appointed by county commissioners to meet the needs of children via coordinated state and local public funds and services. Her research interests include counseling and/or play therapy with those who have experienced interpersonal violence; integrating movement in counseling and play therapy; parent-child relationships; and utilizing relational-cultural theory in counseling, play therapy, counselor education, and clinical supervision.
